It all depends on where you are in the book-writing process. If you have a first draft but feel like you could improve the story, or if something important is missing but you don't know what, a developmental review is the best place to start. If your draft is solid, you can start with a line edit.

A developmental review is often the first step in the editing process. It includes in-text comments for narrative mechanics, plot arcs, character development, story questions, theme, tone, and worldbuilding, basically all the nuts and bolts that go into excellent fiction storytelling.

When authors think "editing," they often think of line editing and copyediting together. Line editing tackles the sentences and the flow, while copyediting tackles the typos. It is best when each is done separately, but authors often combine them into a "comprehensive" edit to save time and money.

A line edit focuses on the creative aspects of the text, including the language and writing style at the sentence and paragraph level. The purpose of a line edit is to make the text clear, fluid, and enjoyable to read--but it does NOT focus on catching errors. That is where a copyedit comes in!
