This depends on how long you take your lessons for. You could become a brilliant pianist if you take lessons long enough and put the practice in. Learning to play the piano could take years if you wish to go onto really advanced playing.

Yes of course you can. The keyboard is the same as a piano regarding learning to play. Using the fancy things a keyboard can do is for another gig. This gig will teach you to play notes, chords and to read music.

A normal lesson is around an hour but I do not book back-to-back lessons so if a lesson runs over it doesn't matter. At various times within your progress, an hour may be too long for a particular subject. Practice time may be more important. Lessons always match your requirements.
