I would be needing basically WordPress Admin Panel details. In case you don't have them, feel free to send me your hosting account details so that I can install WordPress on my own on your desired domain.
What about Content and Graphics ?
Content and Graphics are to be provided by the Buyer. In case you don't have your content ready or designs ready to get started please inform me in advance so I can arrange something for you.
