Although you don't have to I strongly recommend it as I am not a web designer and I have very little insight as to how to create a good design. I'm more the guy who puts an idea into action
Can you include specific features or functionalities in the template, aside from basic HTML and CSS?
Not really. If we are using bootstrap in the site I can incorporate the javascript that comes from that, however I myself will not write any so the design I will create for you must not include javascript. Ask me if your not sure if your idea requires javascript
