If you want to see how well (or poorly) Topaz Labs Video AI works on your video before spending lots of money on it, I will convert video for you to see the results. (You can also download their trial and run it yourself if you have a fast enough computer.)
If your file is too large to upload on Fiverr (5 GB), we will need to figure out another way for you to get it to me (Dropbox, OneDrive, Google Drive, etc.) and for me to get the conversion back to you.
The process does not work great on really low quality clips, but might still be useful to you. Here is an example of an old circa-2000 digital camera movie clip (116x112 resolution) enhanced with this program:
