Why does this need to be Drupal-specific? Is a PHP upgrade not just a PHP upgrade?
Not for Drupal. Core and contributed modules can use deprecated functions or APIs that break silently on a new PHP version. A generic PHP developer may not know what to check for. I do this within Drupal day-to-day.
