Yes, that's the normal case. Send me a description of what you want to minimize or maximize and what your constraints are, and I'll tell you which method fits and why before you order.
What do you need from me to start?
A clear description of the objective and constraints, any data files, and the format you want the output in. If you already have code or a partial model, send that too.
Will the solution be optimal?
Metaheuristics find very good solutions fast, but they don't prove optimality. If your instance is small enough for an exact method, I'll tell you and you'll get a better answer that way.
Can you work in MATLAB or Java instead of Python?
Yes. Python is the default, but MATLAB, Java and C are available on request. Mention it before ordering.
Do you help with academic work?
I write code, explain the methodology and produce benchmarks and reports. I don't write theses or complete assignments that are meant to be submitted as your own work.
