DR stands for Domain Rating. It is ONE metric that Google uses to measure a website. The higher the DR, the more authoritative the website is. But you can't just get a DR from thin air. You have to give google a REASON why you should have a HIGH DR.
My Domain Rating (DR) Is 0. Can I pay for the 40 DR?
You Can....but I wouldn't recommend it. I usually don't recommend big jumps like that unless you have hundreds of pages on your website.
