I hired this freelancer to provide 20+ Google Play closed testers active for 14 consecutive days — a hard requirement to push an app to production. Didn't meet expectations: The seller did get testers to sign up for the closed testing program, but that's where it ended. Not a single tester logged in...

The feedback is detailed, and I agree with the issues raised; the suggestions are very useful. However, the feedback mostly focuses on the design and functionality of the interface elements, and less on the correctness of the underlying operating logic.
