You can host a speed test server on any system(Normal PC or Server). But you should follow the requirements. Processor/CPU: Any Quad-core(4 Core) CPU, RAM: Minimum 8GB, Storage: Minimum 20GB, LAN: 1Gbps support LAN port, OS: Ubuntu latest version, One Public IP, Note: 2 Core CPUs also work.

Recommended: Minimum 1Gbps Upload & Download bandwidth. But if you have minimum 500Mbps to 700Mbps bandwidth, it will also work but this depends on location. So it is recommended to provide 1Gbps bandwidth for the server.

Configuration or installation will take only 2 hours. After installation you/I need to submit the server to Ookla for review. If your server fulfils all requirements then they will approve the server. Ookla review time is 2 to 3 days. Sometimes it may take more time to approve.

Ookla will not approve your server if you do not have your own website/company website. They need a company website for sponsor URL which include your company information.

Yes. Both IPv4 & IPv6 required to host a speed test server. Ookla will not approve server without IPv6.
