Yes. Your NPC can be anything from a simple shopkeeper or traveling companion to a powerful villain or recurring rival. The stat block and level of detail will be designed around the character's intended role.
Can you balance the stat block for my party?
Yes. Let me know your party's level, number of players, and how you expect the NPC to be used. For combat-focused NPCs, I'll design their abilities and difficulty with that information in mind.
