Yes. Send me the project files and a short note about what's broken or missing. I'll review it, tell you honestly what it will take, and confirm the price before I start.
Will I own the game and the source code?
Yes. You get the full source code and project files at delivery, so you can edit, publish, or hand it to another developer anytime.
