We also have "packages" which can be used for pre-identified defects in one runnable Laravel application. The basic package contains one isolated defect. No. Basic is for one localized, reproducible defect that fits its limits. Unknown or wider causes need review and possibly a diagnostic first.

Yes, when they belong to the existing Laravel workflow and fit the selected scope.
Can you work on production?
When authorized and appropriate, with a backup and recovery plan. Staging or a local reproduction is preferred for testing.
What if the cause is outside the application?
I will explain the evidence and propose the appropriate next step. Server or provider work is not automatically included.
