If you want to use the delivered work for anything business-related, even if it's just for internal use, then yes you should purchase the rights to do so. This includes anything for a dot com website or similar.
what are broadcast rights?

What if I want to use on social media?
If your purchased Voice Over will be feature on social media (i.e. Youtube, Tiktok, Instagram, Facebook, etc.), then you need to purchase "Social Media Rights" to use the audio on those platforms. If you are going to be using them in paid ads, then purchase Broadcast rights instead.
what training did you have
I am a 35 year radio and tv broadcast vetran. I also train regularly with the top voiceover coaches in the industry.
