Why can't you ensure 100/100 ratings?
This mostly depends of your hosting, plugins and themes. If your hosting is slower than other one, with the same job you'll have not the same ratings. If you have plugins which ask for external files (for ex. some social share plugins) we can't edit these ones because they are not in your hosting
