Client side mods, yes. Server side plugins, no. I'll tell you which is which for your setup.
Can you build a custom PvP client?
Yes, fullbright, xray, shulker preview, custom keybinds, waypoints, and themed HUD from your reference image.
My custom biomes/dimensions won't spawn can you fix that?
Yes, send me your datapack files and I'll debug the spawn config.
