How big dataset should be?
You need at least 10 minutes of voice to get a decent voice model, 15-20 minutes will be ideal.

No, there is no language restrictions. I can train RVC voice model based on any language.
Can I use this voice model to convert text to voice?
Yes, but not directly, because this model is only for speech to speech conversion you will need to generate original speech using any TTS with any voice and then convert it to desired voice using this RVC voice model.
