Can you make a new logo?
Unfortunately no. At least not for now. This gig is for tracing an image, logo, symbol, icon, or any drawing into vector version image file. Making new logo means new image. Tracing image will ends up with same, similar but better image, crisper line, and ability to resize without losing quality.
Can you trace this complex image in this short amount of time?
I have to see it first to answer that. If the image is too complex, it might takes more time to do it. Maybe, it is not that complicated and can be done in a timely manner. You better ask me first.
Can you convert any images into vector?
Unfortunately no. Vector image works best for simple, cartoon like image. For example, you don't want to change your family photo into a vector image and hoping it to be exactly the same. If you do, the end result will be like converting them into a comic page.
