Getting through Google Play Console is confusing: release signing, the Data Safety form, privacy policy, content rating, testing tracks, and the closed test (12 testers for 14 days) that new personal accounts need before production. I've done all of it for my own Flutter app, and I'll do it for yours.
I also handle the part most guides skip: after Play App Signing, Google re-signs your app, which silently breaks Google Maps and Firebase unless the new SHA-1 fingerprints are registered. I'll set that up so the build your users install from Play actually works.

Can you guarantee Google will approve my app?
Nobody can honestly guarantee that; Google reviews every app. I follow Play policies carefully, and if the app is rejected for something in my scope, I fix it and resubmit at no extra cost.
Do I need my own Google Play developer account?
Yes. The account and the app should belong to you. You create it (Google charges a one-time fee) and invite me with the permissions needed; you can remove my access any time.
