Yes, checkout, cart and payment-step issues are within scope when the cause is in the store or its modules. Third-party gateway outages and provider-side account restrictions cannot be repaired from PrestaShop.
Does this include a full PrestaShop upgrade?
No. This gig covers bug fixing and selected post-update errors. A full version upgrade, especially a major-version migration, requires its own scope, compatibility checks, backups and quote.
