scammer. tries to deliver saying time is too short and will finish later to get the money before doing anything. then blames you for not giving material and wants to keep money.

Seller is a liar. will send the delivery before finishing the product to try to get you to pay first uses time limit to pretend to be doing the work and then starts offering other services when he/she (I think its a fake account) already has the money. Luckily fiver cancelled and refunded.
