Your Perl script broke, the person who wrote it left, and nobody wants to touch it. I can handle that.
I have been in IT for over 20 years as a full-stack developer, and I work on a production Perl and CGI system.
What I actually do: get the thing running again. Add a feature to something you did not write. Make a 3000-line file readable, put comments where they help, add a test or two so the next change is less frightening. Most of these scripts talk to a database, so SQL comes with the job.
You buy hours: 2, 6 or 15. You get working code and a short write-up of what was wrong and what I changed. If the problem turns out to be bigger than the hours you booked, I tell you what it would take and you decide whether to go on.
The one thing I will not do is talk you into a rewrite. Reproducing years of undocumented business rules is usually expensive and rarely necessary. If a rewrite really is the right call, I will say so.

FAQ
Should I rewrite it in Python instead?
Usually no, and I will say so. A rewrite means reproducing years of undocumented business rules nobody wrote down. Fixing and documenting what exists is normally cheaper and far less risky. If a rewrite really is the right answer, I will tell you that too.
What if two hours are not enough?
Then you get a finding after two hours instead of silence. I tell you what is wrong, what it will take, and you decide whether to order more. You never pay for time I did not report on.
Is Perl really still used?
Yes, in production: payroll, logistics, bioinformatics, sysadmin tooling and e-commerce. The code did not disappear, the people who maintained it did. That is exactly why this gig exists.
Can you work with CGI, mod_perl or very old module versions?
Yes, that is what most of these jobs look like. Tell me the Perl version and the operating system if you know them, and send the code before ordering so I can look first.
