I don't use AI.
I first read your work to understand it (purpose, audience, voice, etc.) then offer feedback based on that understanding on what succeeds and what could be better. how and where to incorporate relevant words and phrases and improve the authoritativeness of the work. I leave it up to the author to consider the value of each editorial note and implement accordingly.
The point is to provide an informed third-party perspective of where and how your writing might be improved. I feel it is important to respect the voice of the writer, which is why I frame my editorial feedback as observations rather than edicts.

The short answer is yes. You are paying for my time. I work hard to make my feedback useful and constructive. You are free to ignore the advice. You are free to take the advice and come up with your own solution to the issues I raise. This is why I don't rewrite the work for you.
Can you just rewrite the work for me instead of telling me how to fix it?
I could. But then it wouldn't be your words and your work. It would be mine and your own writing wouldn't improve.
What do you mean by developmental editing?
This depends on the type of writing. In fiction I look at things like pacing, character development, and continuity In non-fiction the feedback steers toward logic, clarity and flow, and audience.
What do I get from you?
This depends upon the package you purchase but generally speaking some combination of an annotated copy of the work you submitted with editorial notes, and an editorial letter covering developmental issues or providing further explanation of the annotated document.
