I would need a fresh installed Ubuntu VPN Server, having atleast 1 VCPu and 1 GB of RAM

This can host unlimited OpenVPN Accounts, depends on the resource it supports.
What time it takes to setup the Free OpenVPN manager with Pritunl Dashboard?
I keep a window of 2 -3 days, but generally hand over the orders in 24 hours, it all depends on the number of orders i am having before yours.
