About this gig
Your automatic discount, free-shipping tier or payment-method rule stopped working after Shopify retired Scripts. I rebuild it as Shopify Functions and checkout UI extensions, the way Shopify now wants it done (Checkout Extensibility).
What I build: tiered spend-and-save discounts, BOGO and bundle pricing, free shipping above a threshold, hide or rename payment and delivery methods, cart and checkout validation (block bad orders, bot checkouts, PO-box addresses), B2B and wholesale pricing, and checkout UI blocks (progress bar "add $40 for free shipping", trust badges, custom fields, thank-you page banners).
Proof: my public demo store runs a live tiered-discount Function (10% / 15% + free shipping) with a matching checkout progress block and thank-you banner. Source code on GitHub: github.com/vibhasgandhi-dev. You get the same: a custom app deployed to your store, source code, and a test-order video.
Works on Shopify Plus and non-Plus (Functions run on every plan; checkout UI blocks need Plus).

Do I need Shopify Plus?
Discount, shipping and payment Functions run on every plan. Checkout UI extensions (blocks inside checkout) need Plus; thank-you and order-status page blocks work on all plans.
Will it be a public app with a monthly fee?
No. It is a custom app installed only on your store, no monthly fee, and you own the source code.
Can you migrate my Ruby Scripts exactly as they were?
Most rules map one to one. A few Script tricks (complex per-line-item maths) need a slightly different design in Functions; I flag any difference before starting, never mid-order.
How do you test it before going live?
First on a duplicate of your store or my demo store, then a real test order on yours with a test payment gateway. You get a short video of the checkout before we switch it on.
