Does DFPS actually license my Texas program?
Not exactly. In Texas, HHSC Child Care Regulation issues the license, while DFPS handles contracting and placements. I prepare your application and policies so they satisfy both, so nothing is missed.
Is a license the same as being approved to bill Medicaid or waiver services?
No. A license lets you operate. Enrollment with APD in Florida or ODP in Pennsylvania is a separate process with its own documents and timeline. I map both so you know the order and don’t open before you can bill.
Can I reuse policies I already have, or ones from another state?
Usually not. Each agency cites its own rules, so a policy that passed in one state can fail in another. I check what you have against your state’s requirements, keep what’s compliant, and rewrite what isn’t.
Do I need a building, staff, or insurance before I apply?
Often yes. Many states want an approved site, zoning or fire clearance, background screenings, and a qualified administrator first. I send a checklist of what must be ready, so you don’t sign a lease or hire too early.
Do I need CARF accreditation, and when should I start?
