What does an action/animation mean here?
an animation is a single instance of movement that a figure can perform from Game Development perspective, for example character walk, run or attack. or background elements like a passing train, AC fans or traffic lights.
Example of things that require prior discussion:
A character crossing a bridge over a running river -> [animated background X]. Two vehicles chasing each other -> [More than one figure X]. A plant field growing process -> [More than one action + Full scene animation X]
