I worked on a project to review food safety legislation in Pakistan and write a comprehensive report with concrete recommendations after doing gap analysis. For the technical assessments, I reviewed updated scientific literature on the subject and rules & regulations dealing food safety situation in Pakistan. The existing status of food safety standards was also analyzed to point out deficiencies. Linkages with the public health and import/export trade strategies and policies were also explored and analyzed. Scientific tools for assessments were used to assess risks. An existing situation against the standard requirements was juxtaposed, and gaps pointed out. Then I explored the stakeholders and prepared a standard questionnaire for them to discuss the existing gaps with reference to ground realities. Institutional arrangements associated with the regulations were also explored. All the pros and cons were noted during meetings with the stakeholders to prepare a workable strategy, leading to a better proposal document. Afterwards, an analysis was done to assess the nature and level of interventions required for a pragmatic approach to the issue. Accordingly, a through gap analysis was completed, and proposed recommendations were shared among the stakeholders to bridge the gaps. Whole document was prepared highlighting the key areas to work upon, among them, predominantly included: missing mandatory standard requirements; lack of information, correspondence and coordination among different wings both horizontally and vertically; regulatory weaknesses and issues of implementations etc. The draft containing key recommendations/implementation plan was presented to the representatives from all the relevant organizations/stakeholders for the review and further input. After detailed deliberations on the final implementation plan, re-editing was done and the final document was submitted to the concerned office of WHO for further process of implementation.
