Yes and Not. If you have, it's so much better to can get updates and full support from Elementor company, but if you have not. I will give you elementor pro but doest have updates/support. But I really recommend you buy an Elementor pro license to get auto-updates and support from the plugin.
Do you provide web hosting?

Could I edit the content by myself?
Yes, of course. WordPress and Elementor are friendly interfaces to use anybody.
What do i need to start now?
You need web hosting (In case you dont have it, can check my other question to check what hosting I recommend to you)., Images or in case you dont have it, I will use from Unsplash (FREE IMAGES), and then you can replace it. Also, you need text about your company or the page, contact numbers/emails.
Can you redisign a old web design?
Yes, I can, and I will use it for the base and understand the web what you want.
