No, and be careful of anyone who does. Scores depend on your host, theme, plugins and how much third-party tracking you run. I will assess your site free before you order and tell you honestly what is realistically achievable.
Will optimising break my site?
I take a full backup first and test after every change. Aggressive optimisation can break things, which is why I test rather than switching everything on at once.
Do I need to change hosting?
Sometimes. Cheap shared hosting has a ceiling no amount of optimisation gets past. I will tell you if that is your situation instead of charging you for work that cannot deliver.
Will this help my Google rankings?
Core Web Vitals are a confirmed ranking factor, so it helps. It is one factor among many, and speed alone will not outrank stronger content.
