Yes, ACOS can be lowered by adjusting aspects of your campaigns. However, there is no such thing as guaranteed lower ACOS, I will optimize, towards the lowest ACOS your product could get.

Can you guarantee sales?
I can only guarantee targeted traffic, clicks, and views. Purchasing power is only in the hands of the visitor and it cannot be controlled. Sales will depend on your landing page, your product/service, pricing, competition, and other marketing variables.
